Ahhhh, now everything’s clear.
Thanks for enlightening me, ’cause my dog and me, we are enjoying ourselves on the meadows in the country side and there, a dog is only in concurrence with the cows and a farmer would have lots to do with ‘pooping-scooping’.

Howdy! And good question!
A pooper scooper is something that city dwelling folk who own dogs are required (by law, in most US cities) to have when walking the dog outside.
When the puppy goes potty, the owner is supposed to scoop it up, place it into a bag and toss it into the trash so that other people don’t accidentally step in the business.
